PLENARY MEETINGS OF THE SECOND SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 8 APRIL
At the beginning of the morning meeting, Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, stated that, pursuant to the Resolution of the Constitutional Court of Ukraine of 1 April 2008, The Verkhovna Rada of Ukraine Resolution №3547-4 of 16 March 2006 "On the Standing Orders of The Verkhovna Rada of Ukraine" is declared to fail to comply with the Constitution of Ukraine and, it will become invalid on the day the Resolution of the Constitutional Court of Ukraine is adopted. A.Yatseniuk emphasized: "Therefore, Ukrainian parliament is guided by Article 82 of the Constitution of Ukraine that defines competence of Ukrainian parliament".
Then the Chairman gave floor to Olexandr Yefremov, Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine. He reported on possible ways to settle the said situation.
The Parliament adopted the Law "On Organization and Activity of The Verkhovna Rada of Ukraine".
The representatives of Deputy Factions introduced their announcements, appeals and declarations.
Oleh Liashko, Head of a Temporary Inquiry Panel, reported on the activity of a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine set up to investigate the circumstances surrounding the violation of The Constitution of Ukraine and Ukrainian Laws, by Dobkin Mykhailo Markovych, Mayor of Kharkiv, and Kernes Hennadiy Adolphovych, Secretary of Kharkiv City Council, whilst fulfilling their duties in the system of tariff, property, land, budgetary and financial relations.
Then the morning meeting was closed.
At the beginning of an evening meeting, the People´s Deputies scrutinized a number of Bills.
At first, they considered the Bill on the National Guards of Ukraine by a shortened procedure.
The profile Committee on National Security and Defence recommended that the Parliament rejected the Bill.
The Bill was declined due to the results of discussion and voting.
Then the People´s Deputies scrutinized three Bill on amendments to the Law of Ukraine "On Licensing System in the Field of Economic Activity".
Then the People´s Deputies scrutinized the Bill on Amendments to several Legislative Acts of Ukraine (re Standardization and Certification), submitted by the President of Ukraine.
Due to the results of the voting, the Bill on Amendments to several Legislative Acts of Ukraine (re Standardization and Certification) was declined.
At the end of the meeting, Olexandr Lavrynovych, representative of the Party of Regions Faction, proclaimed the appeal of the Faction concerning endorsement of the Resolution on creation of a Temporary Ad Hoc Panel in charge of amendments to the Constitution of Ukraine.
Then the evening plenary meeting was closed.
